To reduce vulnerability to high energy prices and contribute to increased security of supply, the government decided on June 15, 2023, that the regulation for grants for energy efficiency improvements in small houses will come into effect on July 3, 2023. The purpose of the grant is to promote energy efficiency in small houses that are heated with electricity or gas.
70 percent of the villas in Sweden were built between 1960 and 1980. According to the Swedish Energy Agency, most of these houses are heated with electricity and/or have double-glazed windows. Since a large proportion of heat leaks out through double-glazed windows, the combination of electricity/gas heating and double-glazed windows results in high electricity consumption for these households. This became very expensive for homeowners during the winter of 2022/2023 as a result of the record-high electricity prices. To help those homeowners and create a more secure electricity supply in Sweden, the government has therefore introduced a grant for energy efficiency improvements in small houses.
What you can get a grant for
The grant-eligible measures in the regulation are divided into two categories. The first category includes measures to reduce the small house’s need for electricity or gas by converting from electricity or gas to heat pumps, installing water-borne or air-borne heat distribution systems, or connecting to a district heating network. The second category covers improvement measures in the building envelope.
Grants for building envelope measures are only given to an owner of a small house who has received a grant for heating system measures for the same small house after November 8, 2022. Examples of grant-eligible material costs for building envelope measures are costs for additional insulation, attic insulation, replacement of doors and windows with a better U-value, and other material that is necessary for the implementation of the measures.
How you who want to add insulation can use the grant
If you live in a small house that is covered by the grant and wish to add insulation, you can receive a grant of 50 percent of the material cost up to a maximum of SEK 30,000. It is also possible to make a ROT deduction on the cost of the installation. Note that you must first convert the heating system and receive a grant for it before you can receive a grant for, for example, additional insulation.
How much grant you can get
Grants can be given with a maximum of 50 percent of the grant-eligible costs, but no more than SEK 60,000 per small house, divided into a maximum of SEK 30,000 for a conversion and a maximum of SEK 30,000 for building envelope measures. Grants under SEK 10,000 are not paid out.
The grant can be obtained retroactively
The grant can be applied for via Boverket’s e-service until 2025, from July 3, 2023. It is also possible to apply retroactively for grant-eligible measures that were ordered no earlier than November 8, 2022.
Good to know
The person who performs a grant-eligible measure must be approved for F-tax.
The County Administrative Board in the county where the small house is located processes and decides on the applications. The grant should be possible to apply for via an e-service on Boverket’s website.
